While I think remorse might be a little strong of a word, I love the fact that Booth lived long enough to know how he'd be remembered by history.

@Oldney I read a book about the manhunt where the story was recounted. It wasn't remorse for killing Lincoln, but more regret that his plan failed and that he lived long enough to realize it.

Presidents have no formal role in the process of amending the US Constitution. Amendments can be proposed by a 2/3 vote of each House of Congress or a convention called by 3/4 of states (which has never happened), and ratified by either 3/4 of state legislatures or state ratification committees (the latter only done for the Twenty-first Amendment). Johnson tried to veto Reconstruction Acts, but that was overturned.
