At the time of the initial sale, the Cold War hadn't started. Shortly after the sale of the Nene, the situation changed and sales of further materials were blocked. However, no one expected a Nene derivative to be used for military purposes as centrifugal flow was a passe technology. There was no suggestion of selling the latest axial flow engines.

That seems unlikely. The Cold War was on before the Comet flew and it entered service during the Korean War.

Keynes went to the USA after WW2 to ask for loans. I'm not aware of him doing so in the interwar period. He died not long after his 1940s visits, though, IIRC.

@TyrannoJoris_Rex there were no Lend Lease debts. There were debts from loans, however.

Germany paid off the reparations mostly because they were reduced massively under USA pressure and rampant inflation also reduced the amount payable. Overall, Germany paid about 10% of the sum set in 1919 in real terms.

@mpetersen6 Fairey made a version of the D-12 (the Fox) and it powered several aircraft that it put forward for RAF specifications so I don't see how the Air Ministry was blocking it.
