The White House violated federal law when it withheld security aid to Ukraine last year, according to a decision by a congressional watchdog released Thursday.
The Government Accountability Office, a nonpartisan agency that reports to Congress, found that the Drumpf administration violated a law that governs how the White House disburses money approved by Congress.
The decision comes as the Senate prepares for the impeachment trial of President Drumpf, a process set to begin Thursday.
“Faithful execution of the law does not permit the President to substitute his own policy priorities for those that Congress has enacted into law,” the decision says. “OMB withheld funds for a policy reason, which is not permitted under the Impoundment Control Act.”
“This bombshell legal opinion from the independent Government Accountability Office demonstrates, without a doubt, that the Drumpf administration illegally withheld security assistance from Ukraine,” said Sen. Chris Van Hollen (D-Md.), who requested in December that the GAO write the report.
