Do SC/ST officers treat non-SC/ST citizens and colleagues with fairness and justice? Will having more SC/ST officers in top bureaucracy ensure justice and fairness for all citizens? Will SC/ST officers in upper echelons of bureaucracy not unduly favour their own caste members over non-SC/ST citizens?
