  1. Actually this is an indictment of the Human Resources policy of the government. The All India Services officers behave like Despots lording over us poor peasants and don't miss any opportunity to rub it in by literally grabbing us by the napes and rubbing our noses in mud. All this just because they passed one rote learning based examination in their life which is often their only lifetime achievement.
    2
