Finland was offered an exchange of territories. Had it agreed, the war could have been avoided. The Soviet Union took all the land it planned to take.

Of course, who could have predicted that if you allow Nazi German soldiers to disposition on your territory and attack from your territory, your territory would get under fire, too. 🤦♂
