I think the line goes "The one with the rifle shoots, the one without follows him. When the one with the rifle gets killed, you pick up the rifle and shoot!" Though I think there was a scenario somewhat like that, it wasn't a strategy, nor did it involve fresh conscripts either. I think one of the encirclements in Belarus or Ukraine. Though I remember the story from a German soldier who was interviewed. The Soviet soldiers were ordered to break out, and launched a number of assaults against German positions. The German soldier described it like the stories of the old battlefields, like WWI and Pre-WWI in which men died in dence packs as the field was littered with bodies. He said the last attempt to break their line involved unarmed soldiers who were likely rear line personnel riding trucks/cars whatever they could. He said they were trying to reach the dead, who had all the weapons, and he didn't feel very proud after the fighting was done, because he knew many of them were unarmed.
