It's really tricky, isn't it? I've thought a lot recently about what makes someone British, and it's impossible to precisely define. I think it's like personality, which is made up of a series of traits such as introversion/extroversion. So Britishness is high on traits like politeness, fairness, consideration of others. We can share some of those traits with other nations, such as politeness with the Japanese. But being British means you're likely to have certain combinations of traits, and willing to follow the rules that follow from them, like forming a queue rather than barging to the front of the line, not putting your feet up on train seats, etc.
As you said, this is all nebulous and indefinable. But like personality, it's also distinct and unique. And we know it when we don't see it, and instinctively prefer the company of people with similar shared values or traits.
