@Phoenixx6 to be fair, if you toss a concussion grenade into a structure you should expect to turn someone's insides into soup by the power of overpressure bouncing on the walls.

The fuse is imprecise because it's a column of a black powder type fuel burning until it reaches the primary explosive. Even if you have a consistent mass and volume packed into the cylinder, you always have an uncertainty in the burn.

The concussion one would kill the hostages due to blast overpressure in the room.

@sterlingroberts6240 Concussion grenades are considered to be more lethal in enclosed spaces. Frag grenades dedicate mass and volume to the fragmentation sleeve while concussion grenades typically have more explosive filler, toss one of those babies into a room and the blast overpressure is much worse than a frag grenade, which can have its fragments stopped by furniture or barricades.
2
The Germans have one where the frag sleeve is unscrewed from the grenade. Since the requirement is for it to be "switchable" I'll be surprised by whatever solution they come up with. Maybe flipping a switch disengages some latches and when you toss the grenade the fragmenting sleeve breaks apart and falls off the grenade body.

That's how I think they're doing it. Pre-segmented, you flip the switch, toss, and the segments spring out and come off the main grenade body as it flies through the air.

If the fuse fails.

You don't waste anything except the metal sleeve that needs to somehow fall off. Both the concussion and frag settings will expend the entire explosive payload.
1
No, everything explodes.
1
The entire payload goes off independently of setting. No idea how they will implement the "flipping a switch", the fragmentation casing might be a series of segments held on by latches and when you select concussion they come apart during flight.
1
You're not supposed to stand and watch a grenade go off because you may be within range of the fragments. They're trained to toss and go down into cover to protect themselves.
1
There won't be unused explosive, it will go off.

These ain't bangers. The "concussion" is actually meant to burst your blood vessels and paralyze you. The trade off is lower lethal blast radius for added safety by throwing less objects at high velocity that can injure or kill people you didn't intend to.
1
If it was set to concussion they'd be coming home in coffins too. Concussion grenades are not stun grenades. They're made to kill, but with a smaller range.
1
Both settings are lethal. The concussion is meant to kill, not stun.

He stood to watch the grenade fall, which you're not meant to do when you finally get to toss a live one with fragments. He learned a lesson that day.

It's also bugging me so what I think they're trying to do is segmenting the frag sleeve and the switch makes it come apart when you release it after throwing. Because I know frag/concussion combination grenades exist but they typically involve either unscrewing the frag sleeve or clipping a spring-tensioned metal ring to the body. By flipping a switch? That's a tough one.
