The pendulum always swings too far, most of the Gulf War critiques came from a person who was woefully misinformed about the subject. It was nowhere near as bad as people made it seem.

Many of the growing pains were due to an error building up in the internal clock which required restarts (and sometimes the system wasn't restarted) and a warhead meant for aircraft striking the spent tail from a rocket and allowing the live warhead to fall on target. Some Iraqi missiles were also rebuilt with a lighter structure to increase range, but they could break apart in mid air which caused the radar returns to act as chaff.
