Mandarin is one of the hardest languages to learn as an adult and there would have to be jobs waiting for them in the ghost cities. Nobody moves because of cheap land if they can't earn a living. There's small towns in the US giving away free land to combat rural exodus, you either have to commit to start a business there or have the ability to work remotely. So the takers are few and far between.

From a charitable point of view that's certainly a thing they could do, but a lot of those buildings are high rises which hinders mobility, and they'd need to hire caretakers to staff those cities. Which means changing the entire social welfare structure so they could afford a big retirement program for the nation.

Nonsense. That's like saying we can take all the 35-50 year old working age people still in the rust belt and turn them into Silicon Valley employees. How will they "find their way" when they can't afford these new units? Even if the CCP gives away the houses for free, the money is still gone. That was a financial loss and the future of the country was gambled away. You put a command economy in charge of the sea and they'll find a way to run out of water (Aral sea).
