  3. All nukes are locked by permissible action links. Only the Russian strategic forces high ranking generals would have the means to authorize their use, and they'd have a garrison defending the warheads. It would be in their interest to use them as a bargaining chip with the West. Even if the nukes were seized by force with newly formed armies, it would take a couple years to reassemble them with new safeties and codes.

This was extremely punitive to the Ukrainian economy. The pro-Putin guy was also a pro-West guy, he just got pressured to change his campaign promise at the last minute by Putin. And in fact, Putin's paranoia made him think Yanukovych had betrayed him. NATO was already on Russia's border. It just increased now with Finland joining. Please think for a second.
