The Norwegians had shamefully failed to carry out the required action. It is not easy to "hide" 197 men on a tanker! I suspect the actions of the Nazi supporting Quislings. You need to look at your moral compass? You support the Nazi's illegal transit of Norwegian waters. You support the actions of Norway's failure to follow international law. Then you condemn Britain's actions in freeing the Merchant Navy men from Nazi prison!
