It was done at the request of President Roosevelt who was to send two battleships as well to deter the Japanese. The USA did not send the Battleships but were to send B17 squadrons instead, this also did not happen. Churchill specifically signalled that the ships were not to go to sea without Aircover. I suggest you read some history!

@bluelemming5296 I replied to an ill informed poster, I am aware of all the relevant points. It may come as surprise to you but on the 10th of December 1941 there was no naval experience of fighting the Japanese Airforce! They had sunk the USA Fleet at Pearl Harbour but that was a port operation. Churchill sent a telegram ordering Repulse and POW not to go to sea without air support but he was ignored.
