  4. People in the military especially living on the American military bases in Japan are basically long term tourists. They live in an American bubble during the week and go out into Japan on the weekends. They spend the week speaking English, interacting with other Americans and living on base in their American style accommodations. Most don’t deal with the Japanese bureaucracy.
