  2. Japanese study English in school but once they get out of school, they don't practice it. They don't retain the knowledge because there isn't an opportunity to use English on a constant basis.

  4.  @MrReese  Most Japanese don't click on English videos, they click on Japanese videos. They go to the movies and watch the dubbed version of foreign movies. You are right if a person wants to learn English they will seek it out but most Japanese are content with everything being Japanese.
