HK J The reason is because the developers actually don't have the money to commence construction they are in massive debt because that's how they have been sustaining themselves all these years by massive loans. Now the Government don't allow them to loan more money because their debt level is too high so they don't have money left to start building.

@nshon7 Because the banks in the west won't give loans unless the building is finished because if the building does not get finished then the banks are screwed, just like what's happening in China. It's a different banking system giving rise to a different property market.
