Russia don't have the tech or capabilities to make any sophisticated semiconductors / chips.. They did speak about upgrading by 2030 but sanctions have pretty much killed that one for now.

@stwepid6709 Yes they do at the moment .... but have just passed a bill to build new factories to make their own semiconductors with same technology. Samsung also building a new factory there.
