  1. the US movements are consistent with military protection agreements with ph who has a protection agreement with US since last century, since ph has claim over parts of that sea that is being contested, the US has rights to protect those waters

  3.  @fourtgotme7886  was referring to the south china sea. for east china sea, US is there under agreements with south korea and japan. any ship that's not at war can eventually pass through anywhere anyways. any ship would be afraid of igniting a war if they forcefully blocked any ship i wouldnt be worrying about those scientist's lives unless those were really intentionally ready to start a war by taking over ships under another sovereign government. the real risks is the research they couldve leaked if the spy boats learned more about what they were researching
