  2.  @pera_peric  There has been no such thing as a "regular election" in Montenegro since the 1990s - that you should know if you understood the politics there and you read the basic reporting on this matter. There has been a consistent move to the west EU/NATO under the support of USAID, OECD, the Council of Europe, etc. Strange that a country bombed by NATO is now a member (without a referendum - another sign of "regular politics" in the region). Maybe not an open "colour revolution" as we have seen/are seeing in the world, but more a silent one and nevertheless a "revolution" Looking for the external, non-Montenegrin financial support and training sources at play there (USAID for example) could shed light on this "regular election"
