  1. It's because the plan's mere announcement caused such a massive effect on the markets that there was a real risk of economic collapse in the UK. It was a big deal. As the video says though, the real problem was that most of the plan was to increase spending, not cut taxes. If it had only been to cut taxes, it might have worked.

  2. I don't think Truss's plan is a good example of someone even pretending to implement Laffer's recommendations. As the video correctly points out, the plan was mainly to increase spending, not cut taxes. If it had been a tax cut plan, it might have worked, or at least not shocked the currency. The main issue IMO was the electricity subsidy, which was an absolutely insane move with a massive cost that could bankrupt the UK on its own, and had relatively little benefit.
