Israel subsidizes a small part of everyone's water consumption, including a calculation of people per household (requires a working administration). Do you know how much the subsidized tariff is? Nearly $2 per m3. That's close to the EU average regular tariff. However, once that is used up, the regular tariff is nearly $4/m3, which is among the most expensive in the world. Israel's water infrastructure is the #1 in the world by a wide margin, but it's important to understand that it has very high costs. Only some parts of it can be implemented in countries where tariffs of this level would not be acceptable to the general public. Having said that, one of the benefits of Israel's water infrastructure is the extreme attention to preventing water leaks. That's potentially profitable, but surprisingly most other countries (including rich ones) don't implement it.
