  1. November 2013. YouTube made it so that most replies = most popular. They also made top comments the full page rather than just two comments, they also removed the option to default to new comments and removed the ability to downvote comments (the button lights up but does nothing). Almost two years later and nothing has changed. Voice your complaints if you want them to change.
