I believe he was miss-using the word "structure" when he was actually talking about "discipline". I believe it's very hard for anyone to say "this is the way to educate our young", because success has no formula. What I really took from this talk was that a average C student can make it to Secretary of State of one of the most militarized countries in the world... and that's not necessarily a good think!... Imagine if it was a Chinese General saying such things.
