"We have labor shortage"? No we don't. Unemployment is high as it never was.
These ideas are not new. The idea of a "city" for refuges is however impratical. A permanent settlement becomes autonomous (not exactly a bad thing) but if it creates business why should they go back once the conflict is resolved? And what authority would rule these setlements? Even now there are locations in europe where the ruling country does not enter and does not exercise law in it. Also, most refuges don't want to give their fingerprints or photo just to be registered for circulation in europe, so I don't believe a "visa" would solve anything. In 1942 there wasn't the threat of terrorrist that there is now, and that changes everything.
I believe that there should be given oportunities, education, jobs/ocupation, but ending the cause for refuges is much more important: overpopulation, climate change, lack of food, lack of water, civil war, even lack/censor of internet... That is what needs solution.
