A simpler solution would be a car "blackbox". If you were acused of a crime, or participation in one, or even just a road accident, them thru court aproval you would relinquish it to authorities for investigation. Other than that it, and the data in it, would be yours and yours alone. Similar things could be used in so many other things: IDs, cellphone metadata, google usage data, facebook, etc.
