So I guess they are going for RICH Syrians, Lebanese, Egyptians, Libyans, Tunisians, and Algerians. The Arabic speakers, do limit this, but there are many wealthy Arabs, worldwide. But the problem is, that you are now under the laws of the UAE: this is not as liberal as one may assume.

@omaralkayal7598 It is hard to be a citizen of a country and have absolutely no say on how it is governed. American's will have a hard time with that.
