AND its also an example of PROGRESSIVISM - use the State to FORCE people to act in certain ways. Thus, IF most people (the majority) think preventing Asians and Whites from marrying, according to Thom, mixed marriages should be heavily taxed (and presumably if you didn't pay the tax you should be jailed in a cage for tax dodgers) to encourage some behaviors and discourage other behaviors.
