  3. Yes..But North Is also ok especially Himachal is better than South on social indicators..even Punjab, Chandigarh,Haryana, Delhi are ok..J&K, Ladakh despite security problems are developing ... Even Uttarakhand is developing. Rajasthan is improving.. Mp(Central India) is also improving.. Its UP,Bihar,Bengal that lag behind but have largest populations and worst infrastructure.
