  6. It not as easy to build nuclear weapons. Atomic refinery takes years to build up. Then large radiation are visible from atomic build ups through satellite scam by other nations. Then, there are accidents and radiation leaks to worry about. Once, atomic build up are found, powerful nations will sanction the country from trades food, supplies, and oils. A small country much have food reserves, supplies, and oil reserves for numerous years in case sanction is applied for building nuclear weapons.

But, this is the reality of ugly capitalist competition brings. Capitalism also have periods inflation, recession, or depression. You have plenty examples of this capitalism found in the poorest groups in the Philippines. Not everything has a solution with a nuclear bomb.
