He won't give a single one of these people a pardon. He despises his followers. He's HAPPY to see them dying for him, and would throw their lives away without a thought (and has). If he was going to pardon any of his terrorists, he would have done it on the 7th... or 8th or 9th... but he didn't. Because he doesn't care. But he will dangle the pardons now to try and get them to vote for him... and more importantly... to get them to stop all turning against him and admitting that HE organized and incited the insurrection. That HE told them to attack the Capitol. That HE is the lead traitor behind it all. They're all admitting to the courts that they were following his orders, that his people organized it all, arranged for them to be there, bused or even flew them out so that they could take part in the insurrection. And so he's hoping if they believe yet another lie about getting a pardon, that they might stop confirming his guilt.
