  2. I think a lot of that is just a defense mechanism that comes from the great embarrassment they feel because they know it's their people ruining things and they can never admit it.

It's odd, loose carts in the parking lot are a constant in black neighborhoods, but the ones behind the "reporter" are nearly stacked into each other, they don't usually go through that kind of trouble. Eh maybe the crew placed them there as a preventative measure against some fleeing suspect who would be more inclined to try to drive around them as opposed to a pedestrian, who they would just run over.
