The United States spread their world wide web, trying to make everyone stick to it, and spent more on military than online security, why their internet is being used against them. Americans used a split signal from the beginning, monitoring other computer use and using unused capacity. It's only logical for other countries to want to feel secure with what has become a new infrastructure.
