They don't. The laws regarding the way they work assumes our politicians to be non bias and follow the law. As we saw with trumps impeachments, there are many elected officials not concerned with that and only party loyalty. These days, because of partisanship, the only way to actually conduct a proper investigation is to have a majority in the chamber so they can appoint members to the appropriate committee.

@ShemaYisrael1948 ugh, they attacked the sitting government. With or without guns they still had weapons and they still attacked congress. Insurrection is an apt name for what happened.
