  1. A solution was fpund in South Africa and Northern Ireland called Power Sharing which allows members of the opposition to be represented as a few Ministers in the Governing Party . Would allow Russians and Ukrainians to have devolved local government .... the second part is important ...a Peace & Reconcilliation Fund" The Irish call it the Piss Up and Recreation Fund .
