@tayrazor3325 The originating agency, who normally decides whether or not it will become declassified after 10 years. If not, there are 25, 50, and 75 year windows and a few exceptions for things that will pretty much NEVER be declassified. By anyone. Edit: If you were just trying to play the thoroughly debunked "POTUS can declassify whatever, whenever' game, you already failed. Also, we have an agency called the National Declassification Center and official processes & official paperwork for that for a reason.

Russell Kalis This isn't accurate either. NARA oversees the storage, the originating agency has to do periodic reviews and the NARA watches the calendar to remind them to review documents and declassify them or make them accessible in accordance with the Freedom of Information Act rules. NARA itself doesn't get to say "Ok, everyone. We're releasing all of the Air Force's Area 51 files." The Air Force has to make that ruling. If the POTUS is allowed and wants to declassify them, he must initiate the process with the NDC, and the Air Force as the classifying agency will have a chance to make their case for keeping it classified, as will Congress through legislative means.

@tayrazor3325 You're going around in circles with your troll logic. It is kinda funny to watch you chase your own tail though. Unlike you, I have filled out an SF-86 and held a clearance, and had to attend the mandatory resident courses. If you had, you would know at least some of this instead of pulling things out of your 4th point of contact. Also, the proper term is Code of Federal Regulation. And that is Title 5, Chapter 1312, Part 23. Edit: There are no exemptions for the POTUS in it. Enjoy your fits of denial, good day sir.

@waynegill4954 You're correct, he is 100% wrong. All presidential adminstrative doodles are property of the US government. They can come back and look at them, they cannot take them. This is law. And a POTUS must delegate an appropriate and trained person in that agency to classify/declassify, not himself. Executive Order 13526 Sec. 3.1. The law you're looking for is US Code 44, Chapter 22, Parts 2202 to 2205. Again, this is the Law And it's got a 5 year penalty per violation. Trump violated on SEVERAL counts. This case is open and shut.

And as has been covered already, Trump demanded originals be taken, not photocopies. Which means that if someone (like the Russian FSB) doctored them to say whatever they wanted, there would be no way to disprove the alterations. They could be made to literally say anything they wanted and people would have to buy it. The motherload of blackmail materials. Just imagine what has already gone out the back door and the Russians have already gotten their hands on
