  3. Since the Democratic party leadership refused to bring it to the floor for a vote we will never know if they had the votes. What we do know is leadership didn't even try not seeing it worth their efforts to hold a floor vote.

  4.  @justme-ti1rh  I am saying the budget negotiation process is when congress addressed the spending not after the fact. This hostage taking process is unconstitutional. It is akin to you going to the bank and saying you won't pay back your monthly loan payments because you don't want to live up to the terms you signed.
