I'm am trying to address this issue and the "nature" of the difference here between "assimilated Irish and Cockneys" and Seddiq Khan. Its not a difference of nature as such but between something like the limits of logic :"what is understood and immediate that we cannot really make explicit to ourselves let alone from outside" and the supposed "outside" here which is the idea of unlimited logic a "representational legal scientific systems of justice and utility" that has privilege these days and seeks absolutism". I've done a number of posts on this here all as reply to my own comments if you are interested.

When you say London is a non region of the UK or a EU colony i recall the lefts response to so called Red Tory of Phillip Blond from 2008ish , which was then called Blue Labour in early 2010's. the first project collapsed under the austerity program and the second under the social justice race and gender programs. I think we have to be carful that we don't draw too much on the vocabulary and logic of representation here. That is only an attempted re-presenting and trying to make explicit in the vocabulary of law and utility of what is immediate and pretty much inexpressible. In this reorientation away from science and law we meet the limits of science and law in that neither can capture or ground this in there own terms and so have to invent or construct pseudo ground from within their own terms. But this pseudo grounds projects are betrayed by the resulting internal paradoxes, and when they try to capture what is understood and immediate in terms of representations. We and London are not first under EU space, a part of EU space, but London cannot be a black hole in the space that is the UK, also called by the left a kind of off shore tax free haven. No! Voting and consent of the represented in this picture is neither a relation given to us from and under internal law, that reflects and regulates sovereignty "after the fact" the "state of affairs" of sovereignty in itself. But also the relations of consent are not like a labour contract cannot be represented as a labour contact, as economic rationality. Attempts to do either result in internal paradoxes of their own logic and do a dis service to our understanding.
