This is simplistic thinking. I don't like goons in the parliament either but that is still a part of the society we live in. The education bit is entirely unnecessary. Good managers and administrators have emerged from our uneducated classes too.

 @travellingtime443 1. The primary skill set of a politician is image management, negotiation and executive decision making. These skills are learnt on the job not through a formal course. 2. Every modern state has the same setup. A rhetoritician legislator who tows the pop opinion or party line, supported by domain specialist functionaries(The Executive branch, consultants, lawyers and academics). Countries learn over time to idiot-proof these posts. 3. Nothing damages a democracy more than a majority that feels disengaged or underrepresented. These goons are seen by middle/lower castes and minorities as reformed leaders fighting for their cause. While it is farcical in most cases, democracy demands such a facade.
