They are competing in the same areas(India shifting to manufacturing while China wants to retain the sector), same geographies(Tibet, influence in SE Asia, Eastern Africa and Aus) while competing for the same resources(Water, electricity from Tibet, resources from Africa, oil from South China sea+Middle east) There are too many points of conflict unlike the Sino Russia alliance which is symbiotic. (Russia exports minerals, oil and high end research. China handles manufacturing). There will be points of convergence, a comprehensive treaty is impossible.
