  1. Add: 1. Trade networks/FTAs(container ships that run regardless of cargo like China and Japan have with the US, Singapore with SEA and EU's FTZ. 2. Talent in the lower end: we don't have a corpus of experienced and talented electricians to solder, assemble and repair. Taiwan, Korea, Germany, China and Japan have a huge corpus of non engineering talent that has a high degree of application, can manage labour and even hold patents. Try hiring 2500 electricians/woodworkers who can deal with 10 different product lines or even a team of foremen who can manage, analyse and adapt to market needs even in Coimbatore, Bengaluru, Hosur or Chennai(the most industrialised area in our country). Focusing on R&D is hopeless in our country when we don't have an industrial base to support it and most importantly we lack respect to discern the concept and the product. The inventor will move to the US, where he will find mentors, people willing to burn cash, supply chain analysts and instrumentation engineers who can effectively start a company in a week, source raw material in months from Singapore and set up a working facility in China/Taiwan in three to six months.

  2.  @libshastra reply is mostly on point 2 because I never opposed the 1st point, where I disagree is the focus area as I have some experience in consulting for prospective investors. Your position is the second generation of discourse on the topic(just open up the market and invest into education) while the industry is dealing with the third generation of discourse(PLIs and scale). 1. Ask any active foreign investors in the lower end, textiles and assembly to name their biggest challenge in India, and the answer invariably is vertical integration. 2. I am not denying that we have population, talent or semblance of training facilities. My point is the productivity and quality of the median worker is very low. This is not unique to us, China, B'desh and Vietnam also have the same issue. Engineering is the key to unlocking the productivity of this segment and the gains are a product of iterations. Till that time, the worker down the chain is extremely unproductive in a cost sensitive space, any talent in this segment are exceptions to the norm or underemployed engineers. 3. The other three have overcome it with scale and employ Chinese talent in instrumentation and Indian(ironically) domain expertise. There is a significant Indian stake in Bangladesh's textile industry for example. We cannot have such large factories because of land, labour and industrial policies. This is where PLIs and policies to scale industries come into picture.
