  1. The issue is non smokers adopting it. There are just as many people taking up vaping as smokers moving to vaping.

  2.  @SP-nk4hu  I personally know people who would not go near cigarettes but are vaping because it is "flavored" and "not smoking". Please keep in your mind this is not the west where allowing vaping makes sense as they are down to the last demographics who smoke. We are a bunch of different demographics who have money for the first time and are out seeking status symbols. In Western markets they are using capes to redirect people prone to smoking to a habit that is not as dangerous, in our context we are simply allowing a second habit to form.
