  4. They only need a supermajority to stop debate. There is no debate or filibuster. they only need a simple majority like they needed with the tax reform bill.

  5. Republicans passed the Tax reform bill with a simple majority because there wasn't a debate or filibuster. They only need a simple majority now. The Dems aren't debating or proposing a filibuster because the strategy is to blame the Republicans because they have the votes needed but are so divided after passing the Tax reform bill without any help from the Dems..
