Here in South Africa people are already doing that on Farms that are in Areas the Blacks don't want to live - yet - Friends of mine moved to a place in the Karoo-desert 8 month ago and they live completely off grid. But as soon as an Electricity line goes past the property, they'll have to start paying for Basic Electricity, even though they don't use any of it.
