  1. It is possible that these restaurants are not rejecting foreigners, but first-time customers. Historically, some areas in Japan had and still have a "一見さんお断り" rule. Under this rule, only acquaintance, local people or invited guests are allowed to enter a restaurant. Therefore, you are not allowed to enter such restaurants whether you're a foreigner or Japanese.
