Toyoko is now just a tourist spot. It has become a mecca for the Gen Z because it's been featured on social media and TV. So while some of the kids may have problems, many are just hipsters. If you actually meet these kids, you'll see that many of them are not really in need. They are not orphans or extremely poor. They wear high-brand clothes and play around, so no one wants to help them. I also would rather help orphans than help those toyoko kids.

They are helping. Once before, Shinjuku ward cleaned up Toyoko and put them in a shelter, but in the end, they all went back to Toyoko.

You may not know this, but there are many systems in Japan that help the weak and children. For example, Japan has a welfare system that anyone who is in need can receive. And there are many shelters and orphanages in Japan as well. They can go to such places, of course, but they simply refuse. And since the homeless population in Japan is much smaller than in other developed countries, it does not mean that Japan is neglecting to help the vulnerable.
