  1. It was the British snipers who started using camo to hide first in ww1. They were Scots, stalkers and gamekeepers and they wore their Ghillie Suits.

  2. They do, even the Americans have scopes on their regular rifles. However the reason why they don't do what you suggest is a lot of fire is just there to keep the enemies heads down while your squad maneuvers. So they're counting bullets that were never supposed to hit the enemy when they count that huge 50,000 rounds number
