  1. Because President had to rebuild our Military to readiness after Obama/Biden destroyed it and had to build the wall to protect our border as he is supposed to. Actually its Congresses job to protect the border unless Congress can't be assembled, then it falls to the President. Art 1 Sect 8 cl 15 & Art 4 Sect 4. The military falls under Presidential Art 2 powers as CIC. The highest ranking General in the military is the President.
