  1. It would solve nothing. Firstly it would hit the poorest on benefits hardest which would lead to the money simply going in circles - to the benefit only of civil servants. Secondly, it's a stick not a carrot. It punishes habits we all find ourselves in due to long working hours - including the need for two full time incomes; long commutes, distant extended families. In short it is trying to fix a problem caused by economic pressure with additional economic pressure. When the obvious and conservative approach would be to support The Family.
