  1. Looting is always tactical. It happens when the authorities are spread too thin to do anything about it. To blame it on a mistake in a press briefing or stop and search is bogus. But an attitude of entitlement underpins it: "the tories this, the government that, the police the other ... bla bla capitalism bla bla the system ... " like your shit life is always someone else's fault.
